Abstract: 

Rehabilitation and renovation are of the major challenges with which urban management is facing in developing countries. Identifying physical and functional status of these textures is important for planning, managing, and maintaining them. urban decay in Nahavand covers an area of 166 hectares consisting of seventeen dead tissues in the neighborhoods. The areas, despite the capabilities in physical, socio-economic and cultural – historical matters, are deficient somehow. In this study, SWOT analysis was used in order to assess the situation of urban decay in Nahavand. The research method used in this article was analytical and documents-literature and field observations were used in order to obtain the necessary data. The results of this study showed that the urban decay of Nahavand because of being ignored by officials and authorities of the city has turned into a serious problem experiencing disorder in social, economic, infrastructural, and bioenvironmental grounds. The city officials have not had any contribution to remove the existing problems either. It seems that any change in their approaches toward the mentioned texture, not as a threat but as an opportunity, most of the problems in the city can be removed and the potentials of Nahavand can be realized to develop this city fundamentally.

Abstract: 

In recent decades, the deterioration of urban decay has become a significant problem in the country. On the one hand, the expansion of urban decay, and on the other hand, the uneven process of renovating these fabrics has led to the emergence of new problems for the cities of the country. The analysis of the renovation damage reveals that the imbalance and inconsistency in various social, physical, economic dimensions, and other similar factors have caused disruption or disconnection with networks and urban development flows, resulting in decay in vulnerable and susceptible areas.” Therefore, it can be said that deteriorated urban fabrics or lagged urban areas are the result of unfair urbanization and imbalanced urban development. For this reason, so far, there has not been a balance between the processes of renovation with the process of deterioration. The four main obstacles to Balanced Renovation are ambiguity of the fundamental and foundational concepts of renovation (lack of knowledge and lack of theoretical foundations), existence of conflicts in the governance system of renewal management, and lack of a strategic-executive plan for renewal, lack of active participation (actors) of target communities in renewal, especially people in policymaking, planning, and implementation of projects (distrust in promises, programs, and renewal management), and instability in managerial approaches, inability to coordinate departments, and weakness of responsible parties in coordinating departments and responsible organizations (lack of transparency in processes). With this process, it can be concluded that the persistence of deteriorated fabrics leads to the “decay”, “decline”, or “collapse” of the remaining Fabrics. In other words, the decay or collapse of tissue in such a situation means that these tissues have reached a point of irreversible redevelopment. Therefore, there is a need to open a path for rational, scientific, and intelligent intervention in the deteriorated urban fabrics of the country, which, based on the three fundamental insights and wisdom of “justice-based” redevelopment, “community-based” redevelopment, and “neighborhood-Oriented” redevelopment, will rejuvenate the deteriorated fabrics in a balanced manner. Given the fundamental insights and basic principles, Balanced Renovation, which aims to intervene rationally, scientifically, and intelligently in the deteriorated urban fabrics of the country, requires a systematic formulation. These principles can encompass all the objectives, plans, actions, and performances of revitalizing deteriorated urban decay within that framework for implementation and evaluation. The management system for revitalizing deteriorated urban fabrics primarily requires comprehensive perspectives, intellectual and practical balance, and rationality combined with intelligence in addressing the issue of urban decay in the country and promoting the revitalization of these areas. In this way, the goal of the balanced revitalization of deteriorated areas is realized and urban development is also balanced.

Abstract: 

Introduction: The need to investigate urban issues in a systematic way, connected to socio-economic fields, is one of the main tasks of urban planning. One of the fields that needs this type of analysis is the field of inefficiency and urban decay, which has been studied and investigated mainly in the form of inefficient and isolated urban textures. In this regard, the lack of recognition of the process of urban decay has made urban plans ineffective in many cases. Therefore, the aim of this paper is to identify the factors and results of urban decay in Iran, and to identify the trends of urban decay. Data and Method: A quantitative method has been used for this research. The statistical sample equals 10 experts in the field of urban studies. Two models MicMac and ScenarioWizard have been used. The first model is used to identify the influential factors and the second model is used to predict the future trends of the explanatory indicators of urban decay in Iran. Results: 45 indicators related to urban decay were compared. The causal cases were identified. Finally, it was found that widespread financial corruption, distribution of rents from oil (subsidized) revenues, non-integrated urban management, distribution of rents for jobs and government positions, influence of state-government institutions in the creation and joining of new areas to cities are the most causal factors of urban decay. Based on future trend analysis 8 scenarios imply on urban decay with higher rate and 14 scenarios urban decay will continue with current rate. Conclusion: Paying attention to the results obtained in this research will be efficient for decision makers of macro planning and urban planning at the national and regional levels.

Abstract: 

With the development of the systemic approach in urban planning that attempted to identify variousactivities that determine the nature of the human environment and the relationships between them, various techniques have been developed, one of the most important of which is the models. Infact, a models is a simple reformation of reality which reduces the apparent complexity of thereal world and transforms it into an understandable form. Therefore, conceptual and perceptualmodels are used to understand, interpret, and reform the facts in everyday lives. With regard to thecomplexities of urban issues, the possibility of exploiting from past teachings and experiences inthe renovation of distressed urban textures, especially the conceptual model, that is derived froma domestic theory and is compatible with the circumstances in our country is being felt even morethan before. As a domestic theory, “ The theory of balanced renovation in distressed urban fabrics” , which hasbeen proposed with emphasis on producing an innovative pattern in response to today’ s needs forthe renovation of these urban fabrics in Iran, has presented its conceptual model as a practical modelin order to objectify and substantiate the principals of this theory. As a balance-based management, the balanced renovation conceptual model tries to guide towards bringing back the balance and toprevent deviating or getting out of balance in the renovation system of textures, areas and targetdistricts. The method of this research, with emphasis on the scientific research method, is to achieve thegoal of balance while studying, recognizing and identifying the components that affect it. This isdone by exploratory factor analysis and by identifying the factors affecting the nine networks andusing successive dichotomies. The use of hierarchical cluster structure, in total, shapes a texture orneighborhood renovating system which is considered as a system derived from the general systemof the city. The applicable-functional model is a two-dimensional model including index elementsand model components, balance coefficients, deviation from balance, balance equation, and finallytriple applications.

Abstract: 

The worn tissues of large cities can provide a substantial portion of the residential spaces required by the cities in In case of consideration them and at the lowest cost. One of the fundamental preconditions for organizing worn-out tissues is people's participation in decision making. Therefore, the aim of this study was to determine the proper governance and regeneration of the Worn tissues of District 4 Azarshahr. Library, field and questionnaire studies were used for data collection. The results were analyzed by SPSS software using one-sample t-test, Friedman and multivariate regression. The results show that the indices of governance and regeneration of worn-out tissues are not in good condition. The results of the two independent and dependent variables showed that fairness, efficiency and effectiveness and transparency It is better positioned than other indicators. Among the dependent variable indices, the physical index is the first and the economic one is the second. The final results show that there is a significant relationship between regeneration of worn-out tissues and indicators of urban governance. Also, in terms of the coefficients of influence of independent variables on regeneration of worn-out urban tissues, transparency index with 0. 501 had the most effect.

Abstract: 

Dilapidated urban fabrics are dilapidated areas in the urban space which involve complex social, economic and cultural issues. On the one hand, these areas have valuable residential roots with cultural-social or architectural richness. And on the other hand, due to severe wear and tear, lack of good and suitable services, accessibility and health have suffered extensive problems and damages,Therefore, while exploiting its historical-cultural values, the problems and issues in these contexts should be minimized. For this reason, the current research aims to recreate the urban decay fabrics of Sanandaj city and by emphasizing the event-oriented city model, it has tried to identify the strategies for the regeneration of the decay fabrics of the city areas. In this regard, since the current research was based on the opinion of experts, the research sample is 20 people who live in decay fabrics and were selected in a purposeful way (snowball), and for data analysis from the FME model: to identify specific damages from decay fabrics and to identify the organization solution, from the SOAR model to identify strengths-opportunity-demands and the result of the identified solution, and from ANSOFF to determine strategies Regeneration has been used in the urban decay fabrics. The research results have shown that despite the long history of Sanandaj city, 28 damages have been identified in the investigated areas (1, 2, 3, 4, 5, 6, 9 and 10). It has been identified that their RPN value was more than 300 and was at an obvious risk level, according to experts, the event-oriented recreation of historical textures based on the competitiveness of tourism has been chosen as a key solution to organize the urban decay fabrics of the studied areas. Finally, some strategies have been suggested.

Abstract: 

The purpose of the present study was to identify legal challenges to the implementation of regeneretional goals in areas of urban decay, including those that were selected as pilot sites for the implementation of regeneretional goals after the recent laws on regeneretion. In order to investigate the challenges of implementing regeneretional goals, first the theoretical basis of the research is formulated the necessary process in urban decay legislation, then a questionnaire based on the necessary indices in each dimension and based on the opinions of 50 experts from the Organization for Development. Reproductive Company and Friedman's one-sample t-test and analysis of the effect of different dimensions on the realization of regeneretional goals in the laws and by developing the desirable criteria of legal goals based on the views of the professors and Delphi method, content validity of the later rules. The results indicate that measures taken by the redevelopment laws in the Sirus neighborhood have indirectly driven groups of residents to the outskirts of the city. This challenge stems from the imbalance between property rights and citizenship rights and the public interest. The emphasis on land acquisition and liberalization and the implementation of regeneretion projects have neglected the provision of public and collective benefits and created challenges in other social, economic and managerial dimensions, and the failure to achieve regeneretion goals. Therefore, by presenting strategies to strengthen the theoretical and fundamental dimension of the subject of civil rights, the research aims to provide the necessary framework for reforming the legislative process and providing a platform for the implementation of regeneretional goals.

Abstract: 

Vulnerability of cities to environmental hazards in countries with high-risk environments has become a significant challenge ahead of urbanology, engineering management, and urban planning. One of these dangers threatening many cities around the world including our country is earthquake. Necessity to reduce vulnerability to earthquakes was considered as one of the main purposes of spatial planning, urban planning, and urban design. Tehran, as the capital city of Iran with an important and critical situation, has a large zone of distressed areas most of which are located on a major fault and are considered as a serious threat to the city and its inhabitants. Therefore, it was necessary to study of vulnerabilities in old neighborhood of Imamzade-Hasan. The purpose of this study was to develop strategies for organizing these textures and to reduce their vulnerability to earthquakes using SWOT model and QSPM matrix. It is an applied- strategic research conducted by a descriptive- analytical method. In addition to several library studies, it has also taken advantage of a survey. To collect and evaluate information of the survey, Delphi technique, questionnaires, and interviews with experts and officials have been used. The findings suggest that the worn-out urban fabric of Imamzade-Hasan neighborhood needs to be pushed out of the status quo, that is, its weaknesses should be recognized, and its threats need to be addressed. Several strategies such as renovation and improvement programs, special attention on crisis management, creation of a central agency to regulate programs related to rusty textures, establishment of appropriate contexts for increasing economic activities in the neighborhood, providing infrastructure to attract investments to modernize the neighborhood, and increasing green open spaces were identified as the high priority strategies, and implementation of reconstruction and renovation programs for providing adequately wide roads necessary for ensuring improved mid- and post-crisis services was determined as the most effective strategy for addressing the problems of this neighborhood.
